Scope: Group-wide HR & Talent Acquisition across all countries and offices
Industry preference: Forex / CFD / fintech / financial services
Language requirement: Arabic (native or fluent) + English (near-native / business fluent)

About the role

We’re hiring a Global HR leader based in Dubai to own and scale the Group HR function across multiple jurisdictions. You will lead the global HR operating model, supervise HR and Talent Acquisition teams in each country, and ensure consistent, compliant, and high-performance people practices across the business.

This role is hands-on and strategic: you will set the global framework (policies, performance, compensation, governance), while ensuring local HR teams execute with speed and quality.

Key responsibilities

Global HR Leadership & Governance

  • Own the Group HR strategy aligned with business growth, licensing/regulatory requirements, and expansion roadmaps.

  • Design and implement a global HR operating model (HQ + country HR leads), including workflows, approvals, and SLAs.

  • Standardize HR policies, employee lifecycle processes, and documentation across all offices while respecting local labor laws.

  • Build strong internal controls and HR governance: contracts, probation, disciplinary processes, terminations, investigations, and audit readiness.

Talent Acquisition & Workforce Planning

  • Lead the global Talent Acquisition function and hiring pipeline across all markets.

  • Drive workforce planning with business leaders (headcount planning, org design, role leveling, hiring priorities).

  • Improve time-to-hire, quality-of-hire, and hiring manager discipline (interview scorecards, structured hiring, compensation alignment).

Performance, Culture & People Development

  • Implement performance management systems (OKRs/KPIs, quarterly reviews, calibration, PIPs where needed).

  • Strengthen leadership capability across the Group (manager training, engagement routines, team health).

  • Build a high-accountability culture: clear role ownership, measurable outcomes, and strong employer standards.

Compensation, Benefits & HR Analytics

  • Define compensation frameworks (grading, salary bands, allowances) with country-based benchmarking.

  • Own benefits and renewals across jurisdictions with a cost-control lens.

  • Produce HR dashboards: turnover, hiring funnel, headcount, cost per hire, engagement, performance distribution.

Compliance & Risk

  • Ensure HR compliance across all operating countries (labor law, visa/immigration processes where applicable, HR file integrity).

  • Partner with Compliance/Legal on regulated-industry requirements, including background checks and fit-and-proper expectations.

  • Handle sensitive employee relations matters with confidentiality and professionalism.

Job requirements

Must-have requirements

  • Arabic speaking (fluent) + perfect English (written and spoken).

  • 5+ years HR experience with at least 2 years leading multi-country / multi-office HR operations (direct or dotted-line leadership).

  • Strong track record in scaling HR in fast-growth environments (preferably fintech, brokerage, financial services).

  • Solid competence across HR core pillars: TA, performance, employee relations, policies, compensation basics, HR operations.

  • High execution velocity, strong stakeholder management, and ability to operate with discretion.

Nice-to-have (strong advantage)

  • Forex / CFD brokerage experience (ideally 5+ years in the sector).

  • Experience supporting regulated entities and working alongside Compliance/Legal teams.

  • Exposure to multi-jurisdiction structures (MENA + EU + offshore) and remote/cross-cultural teams.

What success looks like (first 90 days)

  • Full HR diagnostics across countries (gaps, risk areas, priorities) + a pragmatic execution plan.

  • Hiring pipeline stabilized for key business functions with clear SLAs and accountability.

  • Unified HR governance: standardized templates, policies, approval matrix, and reporting cadence.

  • HR dashboard live and used in leadership meetings for decision-making.
